I'd say shim the top straps up.

There is at least a whole inch between tank and bed floor. I'd settle for 1/4" between filler and frame, there is not much flex between straps and frame side, only a couple inches away.

The OE filler is necked down, plus raised upwards in a hump of the tank. Pic of VPWs?
