I agree with others it is most likely a short that is killing the voltage. I installed a set of points on a '66 Triumph Bonneville without the proper insulators and it did the same thing as yours.
Also, condensers can be bad out of the box. I would test or replace it as well. I have had condensers fail just sitting or else they failed when the ignition was switched off.
