Different climates, different geology. Here in So Cal, in El Nino years, you cab drive across a flat place and drop in mud up to your bumpers. PITA to disassemble and clean out, vs leaving gaping holes for it to get thrown out.

Holy disks is another concept, I think the holes cool the pads.

But I think most holes are done to look coool.
