There should be no issues with the smaller electric fan, because what it would loose in size it should make up for in speed. Most have one speed: ON, so they will run much faster than the mechanical fan would have. Even if it were two speed or he was using a variable speed controller it should still be more than enough on high to prevent over-heating.
However as you said if you aren't pulling the air THROUGH the radiator then it doesn't matter how fast or big. Even with an electric it may need a shroud if one was not built into the fan design.
If it's a pusher things change a little, but still.
My question would be if it overheats while driving at a leisurely pace where the fan is not really responsible for air flow then it's likely not totally a fan issue.
