H1 seatbelt retractor set up question

There is a trick or step that needs to be done to the retractor. I saw it on the net but have just spent 40 minutes trying to find the direction and have come up with nothing. This is the 3pt seat belt that sportsman's guide sells ( and someone on this thread was kind enough to point out to me)
I gather you are supposed to flip something open and then poke the end of a pen in to adjust or set something...

I do not want to pull the belt out and find out that I have created a problem. This is the same belts that Willy is using and someone else posting here has used them too.
