As you haven't changed the oil pump, if we assume it's in the right spot first thing to check if it's a military pump, in which case the drive groove will be off-set and the correct distributor will only go in one way. Assuming (again) that it's a centred drive, the plug above #6 is for you to ascertain when #6 and #1 are at TDC. You want #1 to be on the compression stroke, stick the distributor in and align the slot by rotating the rotor button until the drive connects, the rotor should be pointing roughly at 7 o'clock position and when the cap goes on it should point to #1 plug lead. If it doesn't point to that position (and you haven't got it 180 degrees out) then there's a real chance the oil pump hasn't been timed correctly.
