I would drive it more. put 1000 miles on it. most likely worn or stuck rings. guides are done from the top. They can be done with lifters installed but its a PIA. you have to take a chisel and break off the guide on the bottom, pound it down a bit, break off some more and do that till guide is out. Then have to get all the metal chunks out. I stuff a rag around everything and in the oil bath at the lifter to catch the fragments. Then knock in a new guide to the correct depth from the top. But like you said that is probably not the issue being a flathead.
