Answer to my earlier broken axle question

Well Guys, here is the skinny. I pulled the axle, it was fine. The drum was frozen tight. After some indelicate persuasion, I had the hub and drum off. The wheel bearings were frozen as well as the drum to the shoes.
With those components removed, I slid the axle back in and rotated the other wheel forward. The axle rotated backwards, ergo, no locker. Bummer.
Still not sure why the wheel would turn forward and then hop backwards.
