Cut-out relay is not cutting out. A generator and a motor are wound exactly the same way. Some alternative-energy guys use old car generators as medium-power 12 volt motors to power shop tools off a solar-charged battery system. The point at which a cut-out relay cuts in seems to be a bit of a fussy thing. I've had cases where they didn't cut out when they should. The idea is that they cut in when the generator voltage gets high enough (higher than the battery voltage) that the relay is pretty sure the engine is running. But if they cut in at too low a voltage, they can latch on and stay on even when the engine is stopped. At that point, if you pry the contacts open or briefly interrupt the circuit, it will stay open until the next time you start the engine. Your relay may just need a bit of adjusting, or the points may have arced and welded themselves together.
