But too much oil in a bolt hole can 'hydraulic' it, and tightening the bolt can crack the block. Usually if you us an impact gun to tighten them.
Flat heads have no oil galley any where near the head bolts, so it has to have been put there on assembly.
You need an air nozzle with a long tube that goes down the hole to blow them out.
