That would make sense, that would put the upper limit about 6000 RPM which is realistically where most engines top out, though with a smaller pulley you usually end up running the pump at a higher RPM than the engine, but still, a much bigger swing than with other machinery.
Only part is that the controlled flow ratings I saw were also given at a specific RPM and the same pressure, and they weren't that much higher than the rated flow #s. Being a vane type pump it's essentially positive displacement with a liquid, so I'm not sure.
