They do fit over 1/2t w/ 11" brakes.

I had a late '41 command car w/ 11" brakes in front and 14" on the rear. And with the linkage type power steering, my spare only fit on the right front. So I changed it out, that rusty one has been behind the shed since 1980. The blue one was used as a pedestal base for my grinder.
