With the proper OSHA Approved HEPA Respirator, the setup you mention is very safe, no problems. However with a non HEPA, Non Approved respirator your risking your life. Dust Type filters, DONT APPLY. It only takes one microscopic piece of silica, just (1) one.
Even with the proper respirator, it must be a perfect fit. If you are not sure how to
fit a respirator, go to a safety supply house and be fitted. If you have a beard or long sideburns, its impossible to get a required fit.
If your going to paint after the sand blasting, the HEPA filter must be changed to a filter to protect you from the vapors, most likly an organic vapor canister. And Organic Vapor will not protect from sand blasting. Different jobs require different levels of protection.
Part of my past work was to certify people to train others in proper respirator use. With the proper respirator, sandblasting and painting can be safe. However, some vapors require outside air supplied respirators for protection.
