I suspect GM brought out the DRL's to put out a good spin to the public to show they really care about safety because of the media coverage of the pickup sidesaddle gas tanks blowing up (with a little help from pyrotechniques courtesy the media). The DRL's were announced right after the media started showing the gas tanks blowing up on TV.
