78 power wagon front hub flange bolts

i needed to check my front bearings on my 78 4x4 power wagon. when i tried to remove the flange bolts i found that there was one missing and the other 3 had the heads stripped off. Ifanyone has an idea how i can get these bolts out i would sure appriciate the help. i thought that i might be able to chisel the heads off through the small hole that gives access to the bolts but i hope there is a better way. jerry
