This is a not for sure {poor memory} in regards to your resister. I think it is a constant voltage control. it should be in the circuit going to the tank unit & emitting a PULSATING signal. It should be pulsating @the tank unit & when held to ground {directly to the tank unit to check all other ground connections} should cause the dash guage to read full. Let me know if my memory still has some hope. Maybe some other folks could have more or better input. Regards George.
