Can't answer the chemistry question, but the stuff you use for electrolytic rust removal is Arm&Hammer Washing Soda. You'll find it in the laundry detergent section of the market.
Mix 1 tablerspoon per gallon of water.
Safety Note, This process creates Hydrogen GAS. Serious ventilation is necessary!!
