I don't know Texas DMV rules or practices, so am just commenting off the top of my head. But if all you have is a bare metal license plate with no registration paperwork that matches and goes to the license plate, I'd think that is NOT going to be sufficient. Also, expired registrations are usually worthless because someone with a bad motive could have picked that up out of the garbage.

If I were you, I would require the seller to have or get his Alabama registration paperwork (and thus his license plate) paid up and currently in effect, so when you walk into the Texas DMV the Alabama registration as documented by Alabama registration paperwork is current and has not yet expired. Many times, an expired registration is not worth the paper it is written on. ;)

Moreover, most every state typically requires every vehicle brought in from another state to have its serial number inspected and verified by an in-state inspector. That gives your DMV proof that the serial number on the vehicle itself actually matches the serial number shown in the paperwork you are asking your DMV to process.
