OK, back on the road again!
So those of you who suggested the rubber hoses you were right, but for the wrong reason. There is an integral steel clamp in the middle of the rubber line which bolts to the frame. Rust had built up on the inside of the clamp, applying a squeezing pressure to the rubber, constricting it to the point of holding back pressure. The clamp looked fine and the rubber looked great where you could see it. A mechanic friend told me they see this quite frequently.
