How long has it sat in one spot? has it done this before?
My trash truck does this frequently, a 300 ft drive and 2 applications of the brake pedal and it clears right up, but if not done on gravel the first application can put you through the windshield. There are times that the shoe is stuck enough that the tire drags - had it apart and everything is set up fine- just a bit of rust.
