One inch/lb is the torque of one pound at one inch, or a half pound at two inches. A wrench must weigh about a pound, if it is 12" long that is 6 lb/inch. A wrench on the nut on the shaft = something like that. So shaft level, wrench level, wrench should not fall, but should continue to move if pushed.
If a wrench is too heavy, you could wind a string around the shaft, and hang a weight in it. 1" shaft diameter = 1/2" lever, so a two pound weigh = I inch pound.
Don't set the pre-load tooo tight, I did that once. My arms were killing me before I made it around the block on the test drive. You don't realize how many times you make micro-adjustments to the steering wheel while driving.
