In my area (Long Island, NY) this quote sounds possible. Any unusual and not off the shelf stuff is going to cost a fortune.
You can find on ebay something off a tractor or other equipment in $150-$250 range that will work fine. They come in variety of dimensions and configurations, so it will take some time to find something close.
Finally, if none of that works, you can build your own radiator. Get an aluminum core, and weld the rest together. This is what I did with my skid steer. The factory replacement was almost $700, and the one I welded out of aluminum came out to less than $180.
