Not long ago I read about a dam project in India where they were doing this massive earth fill using manual labor (shovels, wheelbarrows, and baskets). They said they did it that way on purpose just to create jobs. No government wants a bunch of idle young men standing around with nothing to do, and there isn't always a convenient war to ship them off to, so better to put them to work doing something productive. That was the idea with the CCC in this country: Take all the city boys and ship them out to work camps in the West for fresh air and exercise before they formed gangs and started riots and such.
