If somebody 'clocked' the pitman arm wrong, then it is not only out of synch, but also not properly seated on it's shaft, and could loosen up later.

I'd start by removing the nut and lock washer at the sector shaft, and look closely- I think you could see that the splines do not seat. Look for a double wide spline that lines up with a double wide groove. Or maybe does NOT line up.
