Yes. Those flanges are replaced with the locking hubs.
The huge problem is finding a good set of hubs that deserve to be on your truck.
Warn, Cutlass, Selectro, and other companies made hubs for our trucks, but they are pretty scarce and usually very expensive.
Steve Fowler has had some Warn hubs reproduced by a machine shop he works with and from what I have heard they are nearly identical to the originals. Again.....$$$$$$$
When I see an old beater for sale within a reasonable distance from me I always look to see if it has hubs. They would be a deal maker on a parts truck that would otherwise not be of interest to me.
And, they are quite easy to install. You just need the right gaskets and cap screws or studs and nuts.
