Actually thermoelectric (Peltier/Seekbeck) devices are very inefficient. They depend on a difference in temperature between a source and a sink, and where are you going to get the "cold" for the cold side? All you have is the atmosphere. No, a direct mechanical drive and a regular generator/alternator is more efficient than any trick schemes. This exhaust spinner device probably generates a few hundred milliwatts at best. A small permanent-magnet generator (like you could make with a toy motor) would produce several watts of power, with very little load on the engine.
