They did it in california too, a $300 "smog fee" because california has more stringent smog laws than the fed rules used by other states. Ca's rule's were later thrown out on constitutional basis, see "Dred Scott" decision re: property rights of people who move across state lines, also prohibitions of states taxing interstate commerce. I'd expect legal battles in Texas, though californis does have a "use tax", basicly a sales tax on out of state purchases later brought into Ca.
