I would imagine the box the filter came in was refering to pollution controlled motor vehicles when it refered to off-highway use. As for it being too small, probably not considering the size of the engine/carb combo. If you want to see if it's a restriction, just take a vacuum reading with and without the air cleaner at WOT while driving.
