It sounds to me like you need a crank pulley off of a newer engine, they are offset about a half of a groove further out than the older ones. That should work with the large diameter deep pulley. I once spaced the lower pulley out with 3/8 nuts between the damper and pulley just so I could start and run a motor without over heating it. You dont need to invent a spacer for your fan, just get a non clutch fan with spacer off of something older.
