I'd add that I have found that drilling the hole just slightly bigger to clean metal helps as well. This keeps more of the impurities out and makes less voids to deal with.
I see below you wish to use NO filler. Can be done but takes a while to get right. After grinding off the excess,(go slow as this too can warp the metal) spray the area with a guide coat. I used spray on Dykem machinists layout dye. It's wipes away with thinner easily after you're done. Get a good, flat, larger hand file with NO handle. Run it across the area a few times and it'll show the highs and lows. Metal bump from there and repeat till it's right.
