I'm guessing it was a surplus VC-1 or VC-2 command car or possibly a VC-3 closed cab pickup that someone made into a woody after the war. There weren't a lot of 4x4 options back then and a surplus VC would have provided a cheap chassis to build a woody on.

I'm guessing it was a one-off or a very small run. It's hard to know without the records of the company that built it.

I would be really surprised to find out that the military had one made. It just don't serve any purpose that the VC-6 carryall or and later carryall already fulfilled.
