What is under this part?

What is under this round plate part? Is this a flat plate or part of a bearing housing? I may have to make or find 2 of these due to tire chain damage to them. I have spent days looking on the net to find this part in a exploded view. I hate to tear mine apart just to find out I can't make it. Anyone ever take this plate off and know what it looks like? Is it just flat steel bolted over the other parts to keep them clean? Thanks, Mark
