Steel bolts and aluminum

I know some of you have had all kinds of experience removing old bolts. I need to remove a winch from a bumper to repair the free wheel lever.. It looks to have been there a long time. The winch housing is aluminum and the bolts are grade 5 carbon steel. I removed one but the threads came with it. Haven't been able to get any penetrating fluid to the threads. Any suggestions?
