As of Dec 1, of this year, diesel with more than 15 ppm sulfur will not be available anywhere in the U.S. for any purpose.
The changeover to ULSD has been going on since about 2006 because sulfur damages some emission control devices.
The downside, other than cost, is the ULSD does not lubricate was well as diesel with higher levels of sulfur.
ULSD is now pretty much the standard for the developed world. Permissible levels of sulfur are higher in third world countries. New Zealand and Australia have stricter standards than the U.S.
