It is not recommended to put 16 1/2 inch tires on a 16 inch rims. There could be movement between the tire and rim resulting in a failure which may cause serious damage and injury. What he most likely ment was "Am I willing to take the risk of a major tire failure by putting the tire on an incorrect rim size?"
