8 P. R. = 8 Ply Rating. That does not mean it has 8 plies, just that it is rated the same as a tire with 8 plies. Example, my new Firestone 900x16 NDT's are 10 ply rated, but they only have 6 actual plies in the tread and four in the sidewall. But the tire can replace the ORIGINAL 10 ply rated version of the 900x16 NDT.
