I had that problem with a 6 cyl Jeep flathead years ago. I had the head milled, tried copper coat and everything. An old timer (really old now) told me to torque it in a figure 8 pattern, starting with the center bolts moving outward towards the ends of the engine, crossing an imaginary 8 at the center bolts each time. It never leaked again.
