Help M37 Surging

I have an M37, stock engine, with an electric fuel pump,2 in line filters, new lines, and re-conditioned fuel tank. Timing has been checked and re-checked. Carb has rebuild kit applied. Problem is at about 30 to 35 mph it starts surging.
Can anyone out there lead me in the right direction? All suggestions appreciated.
