It is ideal, but not absolutely necessary to have someone in the cab. I have used pto winches for over 50 years and rarely had another person to sit in the cab.
Once the pto is engaged, the winch must be engaged with the clutch shifter on the winch. What makes it nice to have another person in the cab is when the load is getting close to the winch, because he can engage the clutch or turn off the engine. If you are winching alone, you need to be able to get to the cab and do it. A cut off switch at the front of the truck would eliminate having to run around to the cab to turn off the engine.
