cowl lights work but headlights dont

on my 1952 dodge ffpw the cowl lights go on when the switch is pulled out but the headlights dont come on when the switch is pulled all the way out. its all stock 6 volt system. what do you guys think is wrong. the headlights are brand new from napa, there 6 volt.
