Made in Sheffield England in the 1870s. Belonged to my great-great grandfather who had a furniture shop in San Francisco. They're made of two kinds of steel forge-welded together The backing and shank are a tough steel, and there's a strip of high-carbon steel welded on that forms the cutting edge. When properly sharpened they hold an edge like no modern stainless or even single-alloy (compromise) modern steel will hold.
But yes, they are foreign-made.
