1952 Fargo Powerwagon Rims - 2 of 5 have bad rust- suggestio

Gents,

The tire shop could not mount my tires. First issue was the rings so I ordered NOS from VPW. Now I have the rims and two are rusty enough that it brought them concern. They think the metal is strong and sound beneath the rust but they want me to clean them up and bring them back. They were especially concerned that the groove where the ring goes is completely rust free.

Which one below did you use? Or a combo?

1) Wire brush on drill
2) Sandblast
3) Phosphoric acid - not Muratic acid
4) Evaporust

Attached are some photos of the rims.
