It is possible that was done in 1975 when the truck went through inspection and an over zealous inspector insisted the trucks tag match the current standards and made the owner rivet it on.

It is also possible the truck was part of a fleet and the fleet owner liked the tags that way. It's hard to say on something 60 years old.
