Basically. Drums require less fluid than disks to operate (smaller surface area in the brake cylinder plus the mechanical advantage), plus the rear brakes only do about 30% of the braking so they should not actuate as quickly which is usually where a proportioning valve comes in.
In certain applications they may also have a residual valve built in, which is different between drums and disks too.
