Oil the ones that do not go into the water jacket, the ones that do, get sealer. Sealer ought to keep the water out of the threads to prevent rusting. Also, run a tap into the holes to clean the threads for a good torque. That is why they used to use studs.
And some people say not to oil, that dry gives a more consistent torque. Not me.
I'm not a big fan of silicone, it seems to come un-stuck. Though I glop it into the corners of oil pans at the interface between the end corks and the side gaskets.
