Restoration, to me, indicates a return to the vehicle's ORIGINAL condition - no substitutions or upgrades. With high-dollar classic cars (as defined by the Classic Car Club of America), only a very few changes of any kind are allowed, mostly for safety reasons.
But that's only a narrow definition that's used for a particular application. I would have no problem with someone describing a PW as "restored" if it was rebuilt and upgraded with a whole list of improvements.
