Your heat riser looks like it may be a later type with a thermostatic spring. If so, then nothing goes on the outside of the shaft. Take a look inside the manifold opening. Is there a spring in there? If so, that spring heats up from the exhaust gasses passing over it. As the spring metal expands it automatically adjusts the heat riser valve into the closed position. When cold, the spring contracts and causes the valve to open allowing warm exhaust to heat up the intake manifold..
