foot starter pedal

On my '52, the starter pedal shaft is no longer held in the housing a bit. Now, it will spring back into the cab when I release it, and pop out if I don't keep my foot on it.
I don't see a hole for a pin in its shaft. What holds it down in the tube and prevents this?
