I do not know about the title situatioin. I would talk to the DMV explaining what you are doing and see what they say.
At the border. Yes there will be a few raised eyebrows. Problems I am not sure. Cost/duty to bring it accross the should be minimal to nothing, if it is a US made vehicle returning to the US. Key point here is that it is not being imported but returned. It also depends on how good of a mood the boarder agent is in. I just brought tires over the boarder last Sunday and had no problems.
As to an agent, I have no clue. If it were me I would bring the truck over myself in person.
