The only way your going to get it out is to use a cobalt drill. Rust on spark plug threads and aluminum do not mix. You can count on a seized plug every time. Someone probably put in a used plug that had been laying around with rust on the threads. If you have a good air compressor, you can pump air in the intake manifold with the intake value open to push out the drill shavings, then retap, or pull the head off and take it to a machinist.
